The Pomp is not a future concept. It is already operating. Harrah's casino (with over 1,200 slot machines) and Topgolf are open on the site. Lennar has purchased land for 344 condo units and 82 townhomes. But when a 163,000-square-foot Costco came before the Pompano Beach Planning and Zoning Board, the board voted 4-3 to reject it, overruling staff recommendations. According to The Real Deal, the rejection may not be final. The proposal could still go before the City Commission.
What is The Pomp master plan?
The Pomp is a joint venture between David Cordish's The Cordish Companies and Thomas Reeg's Caesars Entertainment. The 223-acre site at Racetrack Road and Powerline Road was formerly home to Pompano Park, a harness racing track that operated for decades before closing.
The approved master plan includes:
Residential: 4,000 luxury residential units across the site.
Retail and entertainment: 1.3 million square feet, including Harrah's and Topgolf (both already operating).
Office: 1.4 million square feet of commercial office space.
Lennar: According to TAPinto Pompano Beach, the national homebuilder purchased land in The Pomp for $50 million and plans to build 344 condo units and 82 townhomes.
The master plan is approved. What the planning board rejected was a specific site plan for the Costco component within the larger development.
What happened with the Costco proposal?
According to TAPinto Pompano Beach, the Pompano Beach Planning and Zoning Board voted 4-3 on June 18, 2026, to reject a proposed 163,084-square-foot Costco on an 18.7-acre vacant parcel in the northwest corner of The Pomp. The store would have included a tire center, gas station, and over 800 parking spaces.
The report noted that the Costco had already been approved by the city's Development Review Committee and its Architectural Appearance Committee. Planning staff had recommended approval under strict conditions. The P&Z board overruled staff.
According to TAPinto Pompano Beach, board member Gigi Doubek summarized the dissent: "This has been a struggle for me because I think the plan is really good, and I like it. But I have to listen to the community input and what it's going to change, what they were never expecting or planned for. I had no idea it was going to be this big, personally, until I saw all of it, and I feel for Palm Aire residents."
According to the same report, architecture firm Ware Malcomb (Miami) designed what they called a "very Pompano" Costco with pedestrian-oriented elements, covered seating, multi-tiered landscaping, and premium materials. It was not enough to overcome neighborhood concerns about traffic and scale.

What happens next with the Costco?
The rejection is not necessarily final. According to TAPinto Pompano Beach, the proposal could go before the Pompano Beach City Commission, which has overturned P&Z decisions before. An HCA emergency room was rejected by P&Z but moved forward through commission approval. It was not immediately clear what Costco's development team will do next.
If Costco does not move forward at The Pomp, Pompano's existing Costco at 1800 West Samples Road would remain open. According to the South Florida Business Journal, that location is slated to become a Costco Business Center, the first of its kind in Florida.
As Larry Mastropieri explained on the Discover South Florida Podcast: "This is another example of how complicated development is in South Florida. You can have staff support, prior approvals, a vacant parcel, and a major tenant like Costco, and still get stopped at the board level. The politics, traffic concerns, and neighborhood pressure all matter."
What else is proposed near The Pomp?
Separately from The Pomp, according to The Real Deal, Nick Polyushkin's Vera Fund is proposing a 132-unit residential building at 1600 S. Federal Highway. The developer acquired the land for $12.75 million in 2024.
The report notes that the project includes 3,700 square feet of retail and retains the existing 63,000-square-foot office building on the site, while removing a bank drive-through. The building would step down from 10 to 7 to 4 stories to align with nearby low-rise homes. Vera Fund is seeking a parking waiver from the required 343 spaces to 300.
This is a different developer, different site, and different scale than The Pomp, but it reflects the same broader trend: Pompano Beach is attracting serious residential development capital.
