February 11, 2025, City Council, the government of Boca Raton made a historic move towards revamping the city's Government Campus by officially designating Terra & Frisbie Group as the official Government Campus Master Plan partner. This selection is the result of a competitive bidding process that is aggressive and designed to identify the most capable team to redevelop the campus as a thriving civic and mixed-use destination. Public facilities and services tailored to accommodate the evolving requirements of the community will be incorporated in the redevelopment.
The joint venture between Boca Raton and Terra & Frisbie Group will proceed under a formal staged sequence:
Interim Agreement: The City staff and Terra & Frisbie Group will finalize a short-term agreement by March 18, 2025, to establish preliminary project terms and coordination.
Comprehensive Agreement: After the interim agreement is executed, the City and Terra & Frisbie Group will also negotiate a comprehensive agreement. This will be an extensive process and will have a number of opportunities for public involvement and input.
Project Progress: After the overall agreement is completed, redevelopment will move to the next phase, namely detailed design, approval, and construction. The City will see to it that periodic updates are made available to keep the community informed and involved at all times.
Public engagement has been a focus of this project, with many opportunities for residents to provide input and participate in the planning of the future of the Government Campus. One of those opportunities was the Government Campus Partnership Open House, held on February 19, 2025, at The Studio at Mizner Park.

View renderings of the proposed redevelopment
Meet the Terra & Frisbie Group team members
Give feedback and recommendations for the project
Explore campus boards and displays showcasing the proposed plans
This was part of an overall outreach effort, which has included public meetings, web-based project information, and direct contact with homeowners. The City remains committed to maintaining an open line of communication with the community throughout the project process.
Residents are encouraged to stay up-to-date on the Government Campus Redevelopment Partnership by signing up for project updates, reviewing the Government Campus Master Plan Proposal, and seeing other documents provided by Terra & Frisbie Group.
